Adding support for Cygwin socket.

gclpr protocol now support version checking (to avoid compatibility problems in the future) and allow independent development.

Using different way to initialize - use "%ProgramFiles(x86)%" instead of "%HOMEDRIVE%\Program Files (x86)" for default GnuPG installation location.
