Updates to vmware provisioning to support datastore clusters.

Two major changes in this release:

1. Boto -> Boto3 conversion of EC2System module
2. swiftclient support in OpenStackSystem

Small changes to rhv for supporting storage domain setting when deploying a template.

Updates including:

Fix of EC2 bucket handling (attribute typo)
VMware VM hot-swap cpu/memory properties/setters
Parse/decode EC2 ECR credentials

Defaulting service account type for GCE credentials.

Amazon EC2 ECR connection support.
