Dbt-timescaledb

Add support for `chunk_time_interval` config on (virtual) hypertables and as a macro named `set_chunk_time_interval`

First beta version. All features have been documented on the [docs website](https://dbt-timescaledb.debruyn.dev/). No known bugs or limitations.

Continuous aggregates are no longer recreated on every run and properly work with indexes and compression.
Virtual hypertables now also properly work with compression.

- Virtual hypertables implementation completed for now.
- No outstanding features on the roadmap.
- Breaking change: TimescaleDB 2.13 or newer required
- Breaking change: `time_column_name` is now `main_dimension`

Probably last alpha release before a beta or a RC
