- fixes bug with wrong center name in runs file

- Fixes problems while submitting to the public ENA server

Support for viral samples by adding a new template with the mandatory attributes from the scheme [ERC000033, ENA virus pathogen reporting standard checklist](https://www.ebi.ac.uk/ena/browser/api/xml/ERC000033).

This scheme will be used in the submission when the `--vir` flag is used in the command.
