Added `ftcli utils add-features` subcommand to import features from a fea file.

Added ftcli os2 `--import-unicodes-from` option

ftcli os2` command totally rewritten

ftcli os2table` renamed to `ftcli os2`

If both italic and oblique styles are present in a family, usWeightClass of obliques is increased by 10 when running `ftcli assistant recalc-names`
