Jageocoder

This is a bug fixed version.
- Fixed inadequate support for SQLAlchemy 2.0.
- Fixed wrong type checking.
- Avoided the problem of dropped index remaining in Metadata when registering by sqlalchemy.Index.

There is no need to update the dictionary.

The following features have been extended.
- Support [Poetry](https://python-poetry.org/) as package management tool.
- Install 'jageocoder' command line execution script automatically.
- When specifying a place name in the 'target_area' option, changed to check
if the place name exists in the database and raise an exception if it does not.

To use this version of the package, the version of the address dictionary should be "20220516" or later.

This is a bug-fixed version.

- Updated to SQLAlchemy 2.0 API to avoid deprecation warning.
- Fixed a problem with a warning message at drop index when installing dictionaries.

- The following features have been extended
- Added information on data source datasets in "dataset" table.
- Extended "priority" attribute for AddressNode to indicate priority (lower value indicates higher priority).
- "priority" is also used as a reference to the dataset id

To use this version of the package, the version of the address dictionary must be updated to "20220519".

Added Sphinx documentation.

There is no need to update if you are using v1.2.1, as there are no changes in functionality.

This version fixes the following bug in v1.2.0.

- Caused an exception when parsing '０線'

There is no need to upgrade the dictionary in this version.
