Jageocoder

Enhancement
- Store version numbers in the dictionary data to check compatibility
with the jageocoder package.

Fixed bugs
- The level of SEIREI-cities was 2, which was corrected to 3
- When the AZA names were blank in the original data,
elements with empty names were created
- AZA names were not split correctly when there are consecutive
numbers at the boundary between AZA and TYOME

This is a bug fix release of v0.2.1.

- Fixed a bug that the level of seirei cities was set to 2 instead of 3
- Get a more accurate government office location and municipality code from `geonlp-pref-geolod-2021.csv`

- Fixed to work on Windows 10
- Added '--output' option
- The procedure has been changed so that all license terms are checked before executing the download

This is the first public version, but the version number is set to 0.2.0 to align with jageocoder.
