New features
* Users can be automatically granted a Physical Access Level when qualified for a tool. This setting is configurable per tool in the /admin/ Tool page.
* Interlocks can now be synchronized with tool usage, in case there was an outage that caused them to be out of sync. The feature is found in the /admin/ interface's Interlocks section, in the dropdown at the top of the page.

Bug fixes
* The Calendar page could sometimes fail to render when a special character (such as a slash) is in the JSON reservation feed sent from NEMO. The title field of the reservation feed is now escaped of JavaScript special characters.

Stability fixes
* Improved error handling and logging, especially in the interlocks and postponed tasks code areas
* Set the Docker container's gunicorn to keep TCP connections alive for 5 minutes by default - giving a reverse proxy plenty of time to keep connections open

* NEMO can be customized by a super-user to allow users to log themselves into an access controlled area

* The Maintenance page was not querying Tool backup_owners correctly.
* Emails were not being sent properly to Tool backup_owners upon Task creation.
* Saving a Tool in the /admin/ section would inadvertently wipe out qualified users for that tool due to inappropriate QuerySet initialization in the admin form.
