Fix nested directory extraction from step servers

Uses the new Scihub API by default, only relying on the STEP server as a last resort. Limits concurrent requests to STEP server to not get blocked.

Adds zip extraction to the correct folder

Small fix to remove the .zip files containing the .EOF orbit files

Switch to `http://step.esa.int/auxdata/orbits/` as the query URL until new API has all data loaded.
