Rework of [monitors](https://github.com/hyprland-community/pyprland/wiki/monitors)

- dropped support for `full_relayout=false`
- dropped `wlr-randr` dependency
- requires Hyprland >= 0.37

- add support for a `version` command
- allow disabling handler's color in logs (`colored_handlers_log=false`)

- also sets the window properties when animations are disabled
- sliding effect `offset` is now based on window size & `margin`
