Siepic-ebeam-pdk

We are moving to v0.3.0, which is a major restructuring of the code and splits the Tools part from the EBeam-PDK, thus supporting for multiple PDKs.

Some new PCells and some improvements/fixes.

Minor updates:
- CML gds2fdtd, for KLayout-FDTD integration (first draft)
- automated coordinate extraction update
- deleted old CML files

minor fixes

Updates:

- new PCell ebeam_dc_halfring_straight with TE/TM support
- updated CML ebeam_dc_halfring_straight with TE/TM support, including automated generation of S-Parameters using FDTD, and Monte Carlo.
- fixes to GSiP CML Ring Modulator, Ring Filter
