- fix for Object Snapping bug: math rounding error

- fixes for "–" character encoding
- TM support added to CML and KLayout (Laser has orthogonal identifier, Netlist includes pol, MC launch updates the plotting functions to use pol)
- DRC space rule added
- Path-to-waveguide: warning if one path segment has insufficient length to accommodate the bend radius
- Object snapping: added warning: snapping only functions on components on the same hierarchy level (not on sub-cells).

- Added KLayout Message for "Running *SiEPIC configuration". When you run the menu SiEPIC > *SiEPIC Configure..., you should see at the bottom of the screen a message indicating that it was successful.
