I think both rinex2snr and download_rinex now make the sensible decision that
samplerate of 1 should mean rate=high whether you have selected it or not.
rate=high has to do with the folder name, and that varies by archive.

I attempted to fix issues in subdaily having to do with gaps at beginning/end of series,
and also splinefits for data all on one year and multi-year. In adding the latter, I had
treated the two cases separately, as the spilne was done on time units of day of year.
Now both cases are done with MJD, which is far easier and consistent.

You can input a frequency list for gnssir that overrides the json values stored via gnssir_input.
However, you can only have one request for minimum spectral amplitude on the command line. if you want more
control, you need to use the extension option.

The gnssrefl version number if printed out when you run gnssir, rinex2snr, quickLook.
if you want to add it to other functions, submit a PR.

logfile of the gnssir screen stats is written to a file. The File location is written to screen.
Default goes to $REFL_CODE/logs/ssss/yyyy

Changed default high-rate BKG behavior to wget.download as using requests
seems to be unhappy with many of the downloads - at least using my internet connection.
Adding a timeout did not alleviate the problem.

Final spline output in subdaily was correct, but did not start at a sensible
value (i.e. it put out values at seconds 29 and 59 instead of 0 and 30). This
also depended on whether you did one year or two years of analysis. I believe
this has been fixed.

Oops - introduced a bug for ultra orbit use in rinex2snr. This should be
fixed now. If you would like to select an ultrarapid orbit file at hours other than zero,
please submit a PR.

Added clearer error messages for people that try to use RINEX files without
SNR data in them. Hopefully
