decimation does not seem to be properly working in gnssir. I have fixed it.
fixed so that the minimum of the polynomial values to remove DC is not higher than e1 selected by user in the json analysis instructions

Added a small utility - rinex_coords - that will grep out the a priori coordinates in RINEX file and print those and the Lat/Lon/Ht to the screen.
removed p475 as suggested use case for soil moisture

Added refraction model number (refr_model) to gnssir_input and thus station analysis json. on the way to implementing more than one refraction model. Default will remain refr_model = 1. 0 is no model. All information about the refraction models are in the code for gnssir_input
Double-checked that vwc code is creating a txt output file.
