Applying extreme mode too early at startup can do funny things to the controller. Increase the initial delay to 12s, and only set it if it differs from what the user wants.

This hotfix release for the Ally has the following changes:
- Due to popular demand, and because the Ally presets use too much battery, the steam slider will no longer use the presets
- Minimum TDP for the Allies is now 7, until the MCU issue that causes the bug after suspend is fixed
- The minimum TDP value for the ally was previously 5. The bug in the UI that allowed it go down to 0 is fixed (0 was never applied).

Certain devices without a programmable EC for TDP (e.g., Ayaneo, GPD) have their TDP reset after sleep. This update gracefully restores the TDP 5 seconds after the device wakes from sleep.
