In this release we merged the documentation into the main codebase. Docs can now be found at https://tom-toolkit.readthedocs.io/en/stable/

Other changes
* Reduced the amount of dependencies that the tom requires by cleaning up the Antares, Gemini, and Dataproducts modules.
* The navbar is now easy to customize by overriding the template include.
* Lots of bugfixes and UI improvements

Move rise-set into test dependencies as it is only used for tests.
