Feature changes

- Allow anonymous accounts for visitors who want to try out surveys without
logging in. The feature needs to be enabled with the "allow_guest_accounts=True"
option under the [Euphorie] section in the euphorie.ini file (OSHA 10972)
Necessary upgrade step (16->17):

* Indicate whether an account is a guest account, converted from one, or neither.

- Allow the users of the client to add their own risks to a survey session. This
feature needs to be enabled with the "allow_user_defined_risks=True" option
under the [Euphorie] section in the euphorie.ini file (OSHA 10971)
Necessary upgrade steps (16-17):

* Allow custom risks
* Add new column to identify custom risks

- Use of new Patternslib version, e.g. to enable pat-clone
