Upgrade notes

This release is dependent on Plone 4.3 and higher.

This release updates the profile version. Please use the upgrade
feature in ``portal_setup`` to upgrade the ``euphorie.deployment:default``
profile.

Feature changes

- Add and enforce a password policy (OSHA 10286)
- When a sector or country manager is created, the new user receives an e-mail
for setting the password; the admin no longer chooses the password initially
- On existing country and sector manager accounts, an admin can still manually
set a new password.
- Lock users out after a certain amount of failed login attempts.
Configured with the *max_login_attempts* setting in euphorie.ini.
Set to 0 to disable completely. (OSHA 10286)
