* Improved the `create-keypair` command to make it possible use it with `all-tenants` flag which allows to create key pair for all tenants,
also made it possible to combine it with `cloud` or `tenant-name` name parameter

* Change output in the `deactivate-platform-service` in case of the successful response
* Changed the output of error in case of not getting parameters in the interactive mode

* Changed logic of `resource-report` command that does not allow to provide
`--region` and `--cloud-list` parameters together

* Added a `script-name` parameter to `upload-script` command. Now, the name of the script is
defined by this parameter, not by the name of the file in the `file-path` parameter.
* Changed a maximum allowed size of a file to 3 MB in the following commands:
* `upload-script` - `file-path` parameter;
* `terraform-upload-template` - `file-path` parameter;
* `publish-service` - `icon-path` parameter;
* `update-platform-service` - `icon-path` parameter.

* Fixed to encode the icons in `publish-service`, `update-platform-service` commands

* Added the `platformService` request wrapper for the next commands:
* `publish-service`
* `update-platform-service`
* Fixed the work of request wrapper in the `create-schedule` command
